Epistemic Transition Override Regulator
E-TOR is a deterministic supervisory authorization mechanism that disables controllable state transitions whenever an externally evaluated epistemic risk condition exceeds a predefined threshold, thereby enforcing fail-closed behavior.
E-TOR enforces structural separation between controllable proposal dynamics and uncontrollable epistemic risk signals within discrete event systems. The specification is implementation-neutral and defines only the supervisory authorization invariant.
